Online audience shrinks, mostly from the top
spinning quicker

Most all observers of radio broadcasting in the digital era see a large and specific difference between the broadcast audience, meaning terrestrial distribution, and the streaming audience, listening via newer devices like laptops and smart speakers. Altogether different, though not really, is non-linear listening via the mobile phone. Radio listeners like what they know and know what they like.

Eminent German radio and audio measurement service AG.MA (Arbeitsgemeinschaft Media-Analyse) released this week the Q3 report on online audio products. It measures “sessions,” otherwise known as occurrences. Overall, online sessions in Q3 dropped about 8% from the previous quarter. Simulcasts, those products available through broadcasts and online, dropped 9%, online only dropped 7% and user-generated content dropped 6%. Time spent per session fell about one minute, on aggregate. (See more about media in Germany here)

For the most part, results for streaming audio products mirror the AG.MA surveys for broadcast products. SWR3, WDR2 and Antenne Bayern are the top three, all fell. Indeed almost all indicated audio products lost online listeners, some a lot. Bavarian public all-news channel BR24 - a simulcast - dropped 37%, quarter to quarter. On the other hand, ffn Hits, online-only brand extension, gained 27%. But then, Spotify pulled in about one-third of all streaming audio listening.

Dispute over radio license taken to new level
"reasoned opinion"

Budapest, Hungary radio station Klubradio became a flashpoint more than a year ago in the authoritarian government’s drive to stamp-out independent media. Since being denied an FM license renewal the station has struggled to operate online supported by donations. The Hungarian Media Council repeatedly claimed Klubradio had not complied with various rules, which seemed to have change frequently. European Commission (EC) formally opened an infringement procedure citing breaches of European Union law surrounding the radio broadcasting license.

The response to that communication by Hungarian authorities “did not satisfy the concerns raised by the Commission,” said the EC in a statement. And, so, this week a “reasoned opinion” was sent, legalese for a formal request to comply. In its December Infringements summary (December 2), the EC cited rules set out in the European Electronic Communications Code (2018/1972). “The Commission believes that the decisions of the Hungarian Media Council to refuse renewal of Klubradio's rights were disproportionate and non-transparent and thus in breach of EU law. The Commission also considers that the Hungarian national media law has been applied in a discriminatory way in this particular case.” Hungarian authorities need to “bring its decision in line” with EC rules within two months. Otherwise, the case will be referred to the Court of Justice of the European Union. (See more about the European Commission here)

Klubradio was expelled in February from the Budapest community FM frequency (92.9). The broadcaster made several appeals, including to Hungarian courts. All were rejected. In November the case moved to the European Court of Human Rights (ECHR). For its part the Hungarian Media Council (NMHH Médiatanács) authorized a series of applicants to use the frequency, typically short-term and always to government aligned companies. This week the Media Council submitted another tender for applicants, noted Hungarian media news portal Media1 HU (December 3). (See more about media in Hungary here)

Coincident with the Klubradio case, the European Commission brought forward infringement proceedings against the Hungarian government for “homophobic practices,” noted news portal444 HU (December 2).
