International broadcasters continue to fill void in conflict zones
"in case the internet is shutdown"

With local media outlets in Afghanistan disappearing by the hour, international broadcasters have an opportunity for service. German international broadcaster DW (Deutsche Welle) is now broadcasting a daily 30 minute programs in Dari and Pashto to Afghanistan via shortwave. "With the new shortwave program, we are also well prepared in case the internet is shutdown or restricted in Afghanistan," said DW Asia Program Director Debarati Guha, in a statement (September 14). "DW will not abandon the people there and will continue to provide them with balanced information.”

“In Afghanistan, media diversity and free access to independent information are under acute threat," said DW Director General Peter Limbourg. “DW has an experienced and skilled editorial team for the region which will contribute to providing better information to the people of Afghanistan with a shortwave radio service in Dari and Pashto, in addition to our online and social media offerings.” DW evacuated 72 staff and family members from Afghanistan over the last two weeks. Shortwave radio receivers are not particularly common in Afghanistan, fancy digital scanners even less so. Radio Azadi, formerly Radio Free Afghanistan and a subsidiary of Radio Free Europe/Radio Liberty, continues to broadcast on shortwave frequencies to Afghanistan. VOA (Voice of America) Deewa has a shortwave service targeting Pakistan/Afghanistan border areas in Urdu. Shortwave broadcasts of BBC Persian and BBC Pashto are also available. Government-operated (former government) Radio Afghanistan appears to have ended shortwave service.

Regulator awards license to former pirate radio operators
"more time on my hands"

Online radio channel Freedom FM, which launched last year, was given a 30 day temporary FM license by regulator Broadcasting Authority of Ireland (BAI) to cover Limerick and will commence this weekend (September 18). The station targets Generation Y with oldies from their youth, said the Limerick Leader (September 14). That, they say, means hits from the 1990s through 2009.

“Like many people last year during the extended lockdowns I found I had more time on my hands than I wanted,” said station manager Sean Power. All of the DJs are “in their late thirties and early forties” and working from home. The station will also be available in other Irish cities including Dublin, Galway and, through the miracle of the internet, across the world.

The original Freedom FM was an Irish pirate radio station, operating from 1995 until the BAI shutdown it and other pirate stations in 2004. Mr. Power and the two other original founders Paul Kavanagh and Ralph McGarry kept that pirate radio flame glowing, this time with a real license.

Local radio station closes, environment and finances cited
and no music

After Taliban militias took control of Afghanistan a month ago, independent media outlets braced for the inevitable. Local station Milma Radio serving Paktika province, southeast Afghanistan, shutdown “completely” this week, reported news portal Khaama Press (September 15). It had been on the air for ten years.

Owner/manager Yaqob Khan Manzoor cited financial conditions and “an inappropriate working environment.” Thirty-five employees were put out of work. It is the first local radio station to shutdown, said Khaama Press. Milma Radio was the first privately owned local radio station to go on the air in Paktika province.

During their previous reign the Islamist extremists did not allow radio broadcasting other than for readings from the Koran. In their first days in Kabul in August musical instruments in the famed National Institute of Music were destroyed. Well-known folk singer Fawad Andarabi was “shot in the head” by the Taliban, reported the AP (August 30).

More than 150 news outlets - radio, TV and print - have “stopped activity in 20 provinces,” reported Tolo News (September 13). “If the organizations supporting media do not pay attention to media outlets, soon we will witness the closing of the remaining outlets in the country,” said Afghanistan Federation of Journalists deputy director Hujatullah Mujadadi.

driving off the road Media proprietors exert undeniable control over their broadcasting and publishing assets. It is the benefit - and sometimes peril - of ownership. Outside of some public broadcasting structures, listeners, viewers and readers either accept what is distributed or, well, not. Most often, though not entirely, private sector media owners seek to monitize the most attractive product offer. There are certain variations.
