Regulator preps listeners for FM shut-off, yet again
"everything will be better"

A new information campaign promoting the DAB+ digital radio platform was announced this week by Swiss media regulator Ofcom/Bakom. FM shut-off looms - loosely - by the end of 2024. Several similar information campaigns have been funded by the Swiss government over the last two decades to promote general awareness of the platform and, specifically, receiver sales.

This new campaign - called Dabsy and created by Zurich ad agency Scholtz & Friends - will access CHF 5 million from the radio and TV license fee. Radio broadcasters, public and private, will run the messages at no charge. Messages will also appear on television, billboards and social media. Electronics and automobile dealers will get special attention. The immediately previous campaign ran from 2017 through 2019.

Ofcom/Bakom has signalled FM transmitter shut-off by the end of 2024. Details of that process remain under discussion but it appears public broadcaster SSR-SRG will shutdown FM transmission first, perhaps in 2022. No national regulator or broadcaster wants to see the same problem as the Norwegians, which saw a precipitous drop in overall radio listening through its 18 month shut-off process. “Only 15% of (Swiss) listeners still listen to radio exclusively on FM,” said the Ofcom/Bakom statement (May 4), emphasis added. Not mentioned are those who have migrated to online and mobile platforms. “With DAB+ everything will be better,” says the Dabsy talking radio on the TV spots.

New award for audio reporting breaks boundaries

In the media sphere annual awards presentations draw significant attention, which peaks immediately then fades away. There are two reasons for this dissipation. First, all the media-related awards flow from one to another, often quickly. They all tend to look and sound the same. That brings up the other problem. They are the same.

Institutes and foundations trusted to bestow the accolades, most anyway, know this. Periodically categories are reworked. Cannes Lions advertising festival does this all the time, except for this year because the event has been cancelled. The Alfred Nobel Foundation never changes. The Pulitzer Prize for journalism, arts and letter has occasionally adjusted. The audio reporting was added.

The new Pulitzer audio reporting category was awarded to This American Life for its podcast/broadcast episode “The Out Crowd,” revealing stories of those affected by the “remain in Mexico” policies of the Trump administration. The episode was co-produced by the This American Life team, Los Angeles Times reporter Molly O’Toole and freelance Vice News reporter Emily Green. The Pulitzer Prize board defines the category as “for a distinguished example of audio journalism that serves the public interest, characterized by revelatory reporting and illuminating storytelling.’’ (See more about podcasts and podcasting here)

This American Life (TAL) began as an hour-long radio program on Chicago Public Media WBEZ in the mid-1990s. The long-time host and executive producer is Ira Glass, who has owned the production since 2015 shortly after distribution transitioned from Public Radio International to Public Radio Exchange. In 2014 TAL developed and co-produced the investigative podcast Serial, which remains the most downloaded sustaining podcast. TAL began podcast distribution in 2017. In April Spotify added the TAL podcast to its catalogue. TAL has received eight George Foster Peabody Awards.

Also among this years’ Pulitzer Prizes is a posthumous special citation to the late Ida. B. Wells “for her outstanding and courageous reporting on the horrific and vicious violence against African Americans during the era of lynching."
