The smartphone is listening
And what will it hear?

The London test panel using the Ipsos MediaCT MediaCell smartphone radio measurement system has been extended another year, reports Daily Research News Online (November 8). UK measurement service RAJAR wants to “determine what the device is capable of,” said CEO Jerry Hill. Perhaps, RAJAR’s customers – all the big UK radio broadcasters – are now addicted to that minute-by-minute data stream.

There is no – zero – indication of a shift away from the current diary survey. That was discarded several years after several test rounds of electronic measurement devices and systems, mostly for cost reasons. IPSOS Media CT is the primary provider to RAJAR of the diary data. The company’s smartphone system has been in development for about three years. (See more on audience measurement here)

The Arbitron PPM electronic measurement device and system, one of those tested by RAJAR five years ago, has been adopted as measurement currency for national radio surveys in Norway and Denmark, where radio programmers, according to anecdotal evidence, just love those numbers. A different system was adopted in Switzerland for all radio measurement.(JMH)

Culture Ministry studies future of FM

With digital radio in France moving forward only slowly, the Ministry of Culture is looking at the future of the FM band. And so the Department of Media and Cultural Industries (DGMIC) is studying radio usage where few stations can be heard, like rural areas, reports Les Echos (November 6). In contrast with the greater Paris region – where about 60 stations are available – 30% of French territory is served by ten stations or less. (See more on media in France here)

“The government wants to study similarities between FM and other modes of reception,” said the DGMIC statement. Those other “modes” include internet, satellite and smartphones. The whole point of licensing digital radio channels, and one reason legacy commercial network operators oppose it, is improving the disparity of radio offerings between the well-served big cities the rest of the country. The market dominance of the three big French commercial radio operators – NRJ Group, Lagardère and RTL – raised the ire of MP Martine Martinel, who wants regulator CSA to update its technical report on radio listening. French law in place since 1994 restricts national radio ownership to aggregate listenership of 150 million and the big networks are close. Specifically, MP Martinel ask the CSA to determine whether or not the threshold should be raised given population and usage increases since the last report in 2010. (JMH)
