Young People Desert Radio - New Channels Needed
munch not Everybody paying attention to the media world knows everything has changed. Digital transition, once promising metaphysical joy, has been a wrecking ball. Consumers of media - who pay the bills - have seen the future, shrugged at the confusion and made other plans.

Populist notions threaten radio channel experiment

The government concession for Danish national news-talk radio channel Radio24syv is entering a time for renewal and reflection. Expiring at the end of October, the right to operate the channel for another eight years is certain to be more expensive. The current concession holders have been grousing about changes to the operating rules. Other potential applicants are standing clear.

Last year the Danish government led by the right-wing populist Danish Peoples Party (Dansk Folkeparti - DPP) brought forward a requirement that Radio24syv move administrative staff and half the editorial staff from the capital Copenhagen to the western part of the country. Radio24syv concession holders Berlingske Media and People Group appealed to the European Commission (EC) arguing the State cannot impose relocation on a privately-owned enterprise. The Danish People Party was behind the formation of Radio24syv to blunt the influence of public broadcaster DR as a privately-owned, publicly supported national radio broadcaster. The political media agreement, announced by Culture Minister Mette Bock last summer, included replacing the public broadcasting license fee with a tax, effectively moving Radio24syv to Jutland - later revised more generally to 110 km from Copenhagen - along with a new classical music station and side-stepping FM shut-off. Public broadcaster DR is to be further deprecated. “In the future,” said Minister Bock, “DR will be a culture institution and not the broad media juggernaut it is today,”

The new operating rules, coming into effect November 1st, cut the State subsidy to Radio24syv, legally established as FM 4, from DKK 93.3 million (€12.5 million) in 2019 to DKK 84.7 million (€11.35 million) in 2023. Advertising will, however, be allowed: 12 minutes a day. Radio24syv will also be allowed charge for access to podcasts. The daily news commitment will also be reduced.

Adding advertising, even so slightly, “is the safest way to kill people,” said Radio24syv managing director Jørgen Ramskov, quoted by Politiken (January 29). Relocating the channel’s administrative staff - currently co-located within the Berlingske Media complex in Copenhagen - “had no cultural function at all.” He gave no indication whether or not the current operators will seek to renew the channel’s concession.

“It is not obvious to us to bid,” said publisher JP/Politiken Hus managing director Stig Ørskov. “It’s hard to see us being a concession holder to the state.”
